5th ECO Ministerial Meeting on Environment was held between 15-17 December 15-17, 2014 in Istanbul. The meeting resulted in the following decisions to;.
ECO Secretariat is mandated to explore ways and means to establish cooperation framework with the Define tools and methods for cooperation opportunities between ECO and Secretariat of UN Framework Convention on Climate Change (UNFCCC),
ECO Secretariat is mandated to make necessary arrangements for active representation and participation of the ECO in COP 21 of UNFCCC in Paris, 2015, including through organizing ECO coordinating meetings/activities on the sidelines of the Conference as well as its preparatory meetings.
Conduct activities and hold preparatory meetings of ECO in UNFCCC 21st Conference of Parties to be hold between November 30 and December 11, 2015 in Paris, France as well as in the mid-term sessions to be organized before this Conference of Parties,
The ECO-IEST is mandated to prepare the pre-Conference background documents as well as to assist the ECO Secretariat in organizing above mentioned sideline events.
A preparatory event will be organized in Safranbolu-Republic of Turkey, preferably in March 2015, on climate change with the view of advancing regional agenda for Paris Conference with the cooperation of ECO Secretariat and ECO-IEST.
Develop preparatory documents of Institute of Environmental Sciences and Technologies of ECO before UNFCCC 21st Conference of Parties and provide assistance to the ECO secretariat with regards to the organization of activities,
To organize an event preferably in March 2015 in Safranbolu to be hosted by Government of Turkey with the assistance of Institute of Environmental Sciences and Technologies of ECO for the purpose of developing climate change agenda of ECO region to present in UNFCCC 21st Conference of Parties,
Government of Turkey has already initiated the preparatory works to organize a climate change event under the decisions of 5th ECO Ministerial Meeting on Environment.In this framework, International Safranbolu Climate Change Conference is organized by the Ministry of Environment and Urbanization in cooperation with Economic Cooperation Organization (ECO) and ECO Institute of Environmental Science and Technologyon Climate Change in Safranbolu will be organized in cooperation of Economic Cooperation Organization (ECO) and Institute of Environmental Sciences and Technologies of ECO under the coordination of Ministry of Environment and Urbanization.
First two days of the Conference, it will be focused on to be organized between March 25-27, 2015 in Safranbolu will focus on;
Impacts of climate change, vulnerability Effects of climate change, affectability and adaptation, New climate agreementconvention on climate expected to be adopted in the Conference of Parties in Paris in late 2015, INDCs to be submitted by the PartiesNational contributions of parties to UNFCCC to the new convention,.as well as featuringand presentations will be made concerning these issues. Also, the representatives of ECO countries will present their national efforts.
Final day of the Conference will host a high-level session. This session will be honoured with by the participation of H.E. Recep Tayyip ERDOĞAN, President of Turkish Republic. İdris GÜLLÜCE, Minister of Environment and Urbanization, will also participate in this session while the ministerial-level participation of ECO countries, Balkan, African countries and Turkish Republic of Northern Cyprus as well as high-level participation of international organizations are also expected in the session.
At the end of the Conference, it is planned to adopt Safranbolu Climate Change Decelearation which will;
Emphasize that the countries in ECO region are developing countries which are highly vulnerable to the impacts of with a high level of affectability from climate change,
Indicate that all sort of efforts will be made towards developing a fair and feasible 2015 Convention in line with the principles of UNFCCC and specific conditionsspecial circumstances of countries. will be supported
It is planned to submit this Declaration to UNFCCC Secretariat as a joint declaration of ECO countries with regards to the new climate conventionagreement.
